Dr. Claudine Gail Beckford, DBA

Born in Kingston, Jamaica, Dr. Claudine Gail Beckford moved to the Washington, D.C., area at an early age and founded BeckThom HR Consulting, LLC in 2014. BeckThom is a Small, Minority, and WomanOwned Business (SMWOB) that serves public-sector, federal, and commercial clients from its headquarters in the Washington, D.C., metropolitan area.
Dr. Beckford's unique approach, honed over three decades, spans human capital management, strategic workforce planning, project and program management, training, learning and development, talent management, recruitment, employee and labor relations, compensation and benefits, diversity and inclusion, and business management processes. Her leadership has supported organizations representing more than 300,000 professionals, enabling them to pioneer innovative power and service solutions. Her extensive background in supporting and transforming organizational HR and business practices underscores her leadership and influence in the field.
She has led initiatives across prominent federal, state, and local agencies, as well as private industry, including the District of Columbia government, Prince William County, the United States Army, Navy, and Marine Corps, the General Services Administration (GSA), the Census Bureau, the Federal Aviation Administration (FAA), the Federal Retirement Thrift Investment Board (FRTIB), Minuteman Press, and American Energy Control Services (AECS) LLC. Her career highlights include developing comprehensive talent management strategies aligned with executive directives, overseeing complex workforce development initiatives, leading large-scale programs and projects, and implementing strategic HR frameworks to optimize performance and ensure compliance.

In addition to leading BeckThom's broader HR consulting practice, Dr. Beckford heads the firm's specialized service line in Bid & Proposal Development, Cost & Price Volume, and RFP/RFQ Response, drawing on more than a decade of competitive proposal experience across federal, state, local, and private-sector engagements. She has supported proposal work for agencies including the Department of the Army twice, GSA, Ameri-Corps, with 4 prime-partnered wins and 2 BeckThom prime awards, Minuteman Press, and AECS LLC. Her approach to proposal work reflects a core conviction: a proposal
writer's role is not to promise wins but to translate a client's genuine capabilities into the specific language and structure that evaluators reward.
Dr. Beckford holds a Doctor of Business Administration (DBA) from Columbia Southern University, where her research focused on competency-based training approaches to close the AI talent gap in the United States. She also holds a Master of Arts in Human Resources Management, a Master of Science in Business Administration, and a Bachelor of Business Administration. Her master's-level coursework includes research proposal writing, financial management, and accounting methodology.
Dr. Beckford holds an active Secret Security Clearance and is a Certified Contracting Officer Representative (COR). She is pursuing the Association of Proposal Management Professionals (APMP) Professional-level certification and aims to complete it in 2026.

In this capacity, she oversaw the operations of numerous technical and nontechnical programs, impacting over 35,000 participants. Her accomplishments include leading the DC government's pioneering buildout project for a state-of-the-art information technology centralized conference suite. Hilda's department was widely acknowledged for its expertise in supporting complex agency-wide missions through practical program support, budget planning, and contract execution oversight.

Starting as a technology trainer, she advanced to Technology Sales, where she helped establish collegiate technology sales initiatives for local colleges in Massachusetts and Maryland to assist them in reaching the current technology systems at the time. Hilda brings a unique perspective shaped by her upbringing in a military family across various European countries. This diverse background enriches her leadership style and approach to problem-solving. She holds a Bachelor of Education From Northeastern University in Massachusetts and multiple certifications in training, technology, and Insurance.

Gillian Myers is an accomplished and successful learning and development consultant with 20+ years of multi-industry experience. Gillian possesses exceptional facilitation skills and has excelled in delivering consulting, training, and coaching services to clients globally. Gillian has worked successfully within a variety of industries including biotech, not-for-profit, government, juvenile corrections, education (K-12), manufacturing, finance, healthcare, and others. Her work as an internal and external partner has directly impacted the development of individual contributors and leaders through one- on-one coaching and a series of leadership development programs. In her capacity within organizations, Gillian understands all too well that one of the many reasons employees leave is a direct result of ineffective leadership. Her focus has been to help leaders navigate the nuances and challenges of leadership to bring about a positive impact on staff engagement and performance. She is experienced in providing leadership coaching, team development, and cultural change management through diversity, equity, and inclusion training and skilled in facilitating courageous conversations about race, culture, gender, sexual orientation, and gender identity. Gillian has also supported individual contributors in the enhancement of skills and career development practices.
Gillian has held leadership roles at The Center for Workforce Development, the Department of Youth Rehabilitation Services (DYRS), and the Office of the State Superintendent of Education as well as a senior program manager role at the United States Pharmacopeia (USP). She has led high performing teams, reformed learning and development departments and developed leadership programs for frontline and mid-level leaders. She is certified in MBTI, a DDI Master Trainer and a Certified Professional Coach.
Throughout her career, Gillian has developed and led numerous complex development programs to enhance skill level of staff at all levels for the achievement of organizational goals. As a training professional, she is constantly seeking new and innovative ways to foster a dynamic learning environment and promote the development of staff competencies.
Gillian earned her Master’s degree from Marymount University in Human Resource Development and her Bachelor’s degree in International Relations from Tufts University.
